Armstrong from the Russkii biograficheskii slovar' (Moscow, 1896–98) and other published sources, provides information on 1,417 Russian administrators, including ca. 415 governors. The information includes dates of incumbency in various posts, dates of attaining each of the top 4 civil ranks (chin), education, birth/death dates, and year of entrance into civil service.
