This non-profit organization was founded 1 September 1973 as a result of the protocol signed between the U.S. and the Soviet Union, June 1973, to promote trade. It publishes its own Council Journal and is composed, on the U.S. side, of private companies engaged in or wishing to encourage trade with the USSR. Correspondence, reports, photos, and office files in its archive are limited to use by members of the Council. The Council does offer, however, limited facilities to outside researchers.
